*520  $aThe Norwegian dairy policies and regulations include specific measures aiming to ensure competition on equal terms for dairy cooperatives and investor driven dairy corporations. This study reviews the historical background of the regulations and discuss the consequences of cooperative organization of milk production and dairy for competition in the dairy sector. The conclusions drawn are that wealthy cooperatives tend to lock in milk farmers and may have capital cost advantages in upstream and downstream markets. Competition on equal terms is thus difficult to establish. But if cooperatively owned assets are used to pursue the interests of primary milk producers, that is the owners of both primary milk and dairy production, the benefits of cooperative ownership may outweigh the potential harm caused by leaving accumulated cooperative wealth at the disposal of milk cooperatives.
